TimelineSkeleton + transport + track rows (M-UI.19 / AUT-139).

Layout-only timeline scaffold — transport row + per-track labels + placeholder content. No editing semantics, no real keyframes (those live in DopeSheet). The parent supplies timecode labels and selection state.
